Subject: [ruby-core:71053] emails to ruby-core no longer going to Redmine?

Hello, I've noticed over the past few months email replies on ruby-core
no longer get mirrored to Redmine?

What changed?  I have relied on this feature for many years and would
not have bothered commenting on most issues without this feature.

For example https://bugs.ruby-lang.org/issues/11539 is missing
my comments [ruby-core:70896]

It's not just my emails, either, [ruby-core:70979] (kosaki)
for https://bugs.ruby-lang.org/issues/11473 is missing, too.

I think my last successful comment to Redmine was [ruby-core:70183]
to https://bugs.ruby-lang.org/issues/11400

We fixed the duplicate emails many months earlier in [ruby-core:67777],
so it seems to be a new bug
