ruby 1.8.3+, configure and install-sh

Hi all,

Based on ruby-talk:172798 and some offline
conversations with Guy Decoux, it appears that we need
to fix a few things with regards to install-sh because
as of autoconf 2.59, the install program on Solaris is
not considered useable, and install-sh does not exist
(by default) on Solaris.  Other platforms may have
this issue, too - not sure.

So, we should:

* put an install-sh in the distribution
* install it with ruby when a good install is not
found
* change configure to have the right path
* be sure not to overwrite an existing install-sh
* be sure to have a proper license for install-sh (?)

The current install-sh that comes with the
distribution is a 0 byte file that hasn't been touched
since 1999 it seems.  Not sure what that's about.

Anyway, can this be accomplished?
