I have had no problems installing > gems built with 1.8.3 with Ruby 1.8.3. I could not install 1.8.3 > built gems onto 1.8.2, so 1.8.2 users would need to upgrade. It's a problem mostly on Windows because there are enough problems with 1.8.3 on Windows that Curt Hibbs decided not to build a 1.8.3 installer (I recommended that this be the case as well).
