Currently our [NEWS](https://github.com/ruby/ruby/blob/trunk/NEWS) file doesn't include any reference to the change, just a brief description.

I think we should follow similar conventions to Rails [release notes](https://github.com/rails/rails/blob/master/guides/source/4_2_release_notes.md) and include this reference. It doesn't have to be a link, just a simple [Feature #8888] and will help users who are upgrading to easier find the background of these changes.

I don't suggest retroactive for existing releases, but for current development (2.3.0) we should make this a priority.
