We want to answer the following questions:

* What is the process for publishing news announcements?
* Who needs to approve before an article can be published?
* How do we handle security related announcements?

In general, pull request submitted to www.r-l.o on github for approval of
news announcement is preferred. But, for sensitive announcements (such as
security), they must not be made public before announcing.

Our goal is to provide a clear path handling these scenarios.
