Subject: [ruby-core:61408] Add Marcus Stollsteimer (stomar) as committer

I believe we should add Marcus[1] as a committer to the documentation team of Ruby.

Recently, he has submitted two patches[2][3] that I think make sense and he should be able to commit himself, along with other documentation patches he has submitted in the past.

His work on www.r-l.o[4] is honorable as one of the top committers[5], and I could certainly use his help with committing trivial documentation patches to Ruby.
