I figured it out, this was my fault. I apologize for wasting your time.

The build script for the one-click installer does not unpack the
tarball is the unpacked files already exist (assuming that it is a
waste of time to unpack again).

Since both preview1 and preview2 unpack into a ruby-1.8.3 directory. I
had preview1 unpacked, and my build script did not replace it with
preview2 because it looked like it had already been unpacked. So, I
thought I was building preview2 when I was really still building
preview1.

I just did a real preview2 build and openssl built just fine.
