The documented constants are internal and not intended to public.

Also the example code, Time.MonthValue['JAN'], just doesn't work (as intended).

% ./ruby -rtime -e "Time.MonthValue['JAN']"
-e:1:in `<main>': undefined method `MonthValue' for Time:Class (NoMethodError)
