I didn't check the original report (sorry) but can you try the latest
ruby source at CVS?  I found an ossl2 engine module dynload related
compiling problem and the author of ossl_engine.c fixed it in CVS. 
Could be the same issue.

Though the server www.ruby-lang.org can be still in maintenance...
