You could use NMatrix instead of NArray and Rubyvis for visualization.
There's a GUI front-end, SciRuby::Plotter, but I'm not sure it's working on
Windows as I'm not the maintainer.

SciRuby can't compete with R or the Python stack yet, but it should be
enough for a job like this. :)
