If the Windows shell was any > good, Microsoft wouldn't be completely replacing it with Monad. which is why you can quite easily download a compiled zsh. but this has *nothing to do with cygwin* at the end of the day: cgywin is not native and just like i refuse to use X11 programs on my mac, i see anything that isn't natively compiled for windows as being an unfinished product also. oh, and bazaar will never be chosen anyways, for various other reasons. like, for example, its a few months old.
