Summary: More flexible IRB.rc_file_generators

Initial Comment:
Although irb allows for many possible rc files, checking the environment for an explicit setting would be helpful.  The attached patch will check the environment  for the variable IRBRC and use it as the first possible rc file to check for during initialization of irb.
