not sure if I entirely understand what you mean, but consider this:

class Outer
end

class Inner
  class Outer
  end

  class Child1 < Outer
  end

  class Child2 < ::Outer
  end
end

Without the leading '::', Child2 would derive from Inner::Outer and not ::Outer.
