Subject: Problems with the "outer scope" operator

Hello,

i don't know whats the name of the "::" operator in a "::module"
expression. In this posting i call it outer scope operator.

I need to learn about this as i write a source code analyser that
extracts the class hierarchy from the ruby runtime and there i find
some strange definitions like

class RequestRouter < ::SOAP::RPC::Router
or
class HTTPServer < ::WEBrick::GenericServer


Why is this done, before i read this i always thought that the
declaration

class HTTPServer < WEBrick::GenericServer

with an explicit scope path of the superclass would be the same ?
