It's one thing to own an internet connection, it's another to abuse it. The minimum Ruby that you want would suck. There isn't such a thing as a minimum Ruby. At least I think 99.9% of the Ruby users use it in its entirety. You first want the developers to create a custom Ruby for you. Then you would want them to add the remaining bits to make it usable for you. Etc. It's too much work to waste doing it for you, even though you could say that it would be good for the 99.9% of the users that don't care about it.
