There is no real barrier.  Those who can't/don't want to code,
shouldn't.  See it as a filter to find suitable developers. :-)

Then, IMO Ruby doesn't really need more *core* developers.  People
should rather help writing YARV (if possible) or extensions, libraries
and documentation.

You guys are doing your job fine, I can't remember serious complaints
about the structure of the Ruby interpreter (except efficiency and
threadsafety, but those will need to be addressed differently anyway)
or the way development happens.
