I've found the following project resources:

What I am missing:

a) what are the current development paths?
    1.8.2 actual version, code-repository?
    1.8.3 next version,   code-repository?
    1.9   seems to be the HEAD within the CVS [1]
    2.0   code-repository?

b) are there any development-plans (in any form)?
      overview of open issues
      overview of planned items to implement
      estimated release dates

    this is especially for the 2.0 release.
