Excuse me replying to myself, but a build in /scratch/hgs works, 
I get 
test succeeded
and
$ ./ruby.exe --version
ruby 1.8.3 (2005-05-12) [i386-cygwin]

So the question is whether the quoting issue merits the necessary
effort to fix it.
