[ruby-core:48991] [Backport93 - Backport #7285] some failures on RubyInstaller CI

Hello Usa-san,

The CI worker codepage is set to 1252 (Windows latin) and the system locale is English.

I'll take a look to the fixes in trunk and create the related backport requests with patches so you can review and apply.

I normally create the backport request and indicate which revisions should be backported but this time I was out on vacations :-)

I know there are some failures on RubyInstall CI of 1.9.3. I guess these failures are related to system code page, because on my PC there is no failure. And, there is no failure on RubyInstall CI of trunk, so some backports may be needed. Luis, can you recall what changes on trunk fixed them? # Yes, this is my obligation, but I need help...
