As far as I know,
* Feature #2567 Net::HTTP does not handle encoding correctly
* Feature #6679 Default Ruby source file encoding to utf-8
* Feature #6321 Find and repair bad bytes in encodings, without transcoding
* Feature #6482 Add URI requested to Net::HTTP request and response objects
