ICONV.rb and other encodings (about REXML::Encoding)

Thank you for adopting nobu's patch. 
I also checks REXML::Encoding and it works well.



By the way, I have one proposal.
REXML::Encoding accords ICONV.rb priority over other encodings, 
for example, EUC-JP.rb, ASCII.rb and so on.

If Iconv works well, this implementation is reasonable. 
But, in some encodings, Iconv(libiconv) raises error and 
REXML stops when parsing. 

So, if possible, I would like to add an option to REXML::Encoding
to determine whether REXML first `require`s ICONV.rb or other encodings.
In other encodings, it is possible to encode/decode 
string without Iconv.

Of course, though it is appropriate to solve this 
problem in libiconv, it seems to be difficult to do it.
