Subject: about REXML::Encoding

Hi.

I read [ruby-core:1960]. This post pointed out the problems of
REXML::Encoding.

* REXML::Encoding is not thread-safe.
* It is a little slow to use instance_eval.
(SHIFT[-_]JIS.rb problem is fixed in CVS.)  

I also find out this problems and I need a solution to them.
But, it seems to me that this problems are ignored.

I would like to know why the [ruby-core:1960]'s patch is not adopted.
Does anyone know?
