Subject: [ruby-core:42042] RUBY 2 RCR: remove Thread#raise

Hello.

The current Thread#raise mechanism can cause bad things to happen.

For instance it can interrupt threads that are in the middle of ensure
blocks, effectively rendering programs corrupted. [viz:
Timeout.timeout]

So my feature request would be to just remove it.  I know this would
cause terrible backwards incompatibility, but looking forward, would
provide sanity to program execution flow.
