Subject: [ruby-core:38924] feature request: more accurate benchmark times windows

Hello all.

Feature request here: use QueryPerformanceCounter and friends for
realtime measurement in the Benchmark class.

>> Benchmark.realtime { sleep 0 }
=> 0.0
>> require 'hitimes'
>> Hitimes::Interval.measure { sleep 0 }
=> 1.388e-05 # more accurate.
