Works fine for me on a later version of IRB.

ruby-1.9.2-p180 :002 > "#{"//"}"
 => "//"
ruby-1.9.2-p180 :003 > "#{Time.now.strftime("%m/%d/%Y")}"
 => "07/07/2011"
