[ruby-core:35576] all of dir.c holds GVL

Hello, I noticed everything in dir.c holds onto the GVL.

Is there a reason for holding it (performance on certain platforms?) or
is it just something nobody has gotten around to changing?

I could take a stab with it since I'm still dealing with a multithreaded
app running a large, high-latency (still using rotational disks :<)
RAID6 system.

IO.copy_stream + Threads are already doing great on throughput :)
