There is no such 1.9.2-p174 out, latest patchlevel officially released is 1.9.2-p136

RUBY_PATCHLEVEL constant defines it:

>ruby -ve "puts RUBY_PATCHLEVEL"
ruby 1.9.2p136 (2010-12-25) [i386-mingw32]
