The 1.9.0 and 1.9.1 releases were test beds for the new syntax and behavior. Neither one was intended for production use. The 1.9.2 release is targeted for production use.

Therefore, the inconsistency between 1.9.1 and 1.9.2 for hashes is not really an inconsistency at all. 1.9.1 was a dev release so its behavior was not intended to be consistent. 

I can't find a link right now that clarifies all of this 1.9, 1.9.2 and 1.9.2 stuff otherwise I would include it, but for folks who track ruby-core it has been pretty clear.
