I'm not ruby-core, but I'll go even farther with my previous
statement... gem_prelude should be iced completely. It's a relic of a
time when RubyGems was so slow to start that people wanted to be able
to access gems without loading it. It has never worked right,
interferes with regular RubyGems, and incurs a startup hit even in its
current form and even moreso if it just loads RubyGems.

Remove gem_prelude entirely.
