Subject: [ruby-core:33657] unnecessary mkdir(lock) in tempfile.rb

Since tempfile.rb uses the O_EXCL flag as of r816 (July 2000), there is
no reason for the use of a temporary directory as a (broken) locking
mechanism.  From what I can tell, the mkdir "lock" was introduced in
introduced in July 1998 at r280, so it precedes the addition of O_EXCL
by 2 years and it's a leftover remnant.

Shall I send a patch to remove the usage of this lock directory?
