After applying r30017 and r30018, irb is not working well with
multibyte strings.

On the trunk version,

C:\work>irb
irb(main):001:0> a = "한글"
=> "풉"
irb(main):002:0> a = 1
=> nil
=> nil
=> 1
irb(main):003:0> a = "가나다"
SyntaxError: (irb):3: invalid multibyte char (CP949)
(irb):3: unterminated string meets end of file
        from c:/usr/bin/irb.bat:20:in `<main>'


On ruby 1.9.2,

irb(main):001:0> a = "한글"
=> "한글"
irb(main):002:0> a = 1
=> 1
irb(main):003:0> a = "가나다"
=> "가나다"
irb(main):004:0>
