I remember that, from 10 years ago when I worked in VC++. I guess I
gotta quit slumming in LAMP, huh?

Except it didn't work. Neither did putting the LIB file there too and
linking from there, nor did putting the win32 folder on the PATH!

In general, all I'm trying to do is get require 'rubygems' to work, so
if there's some other way I'm open to it...
