The /etc/gemrc config file is specifically mentioned in the gem documentation and I have confirmed it adds the specified directories with, 'gem environment'. Further, gem list then displays all the installed gems. That said, based on your comment I reinstalled all the gems anyway to the default 1.9.1/gem dir. This had no impact on the error described in this issue.
