I think there is a third option: Medium Ruby-ism.  Convert all of stdlib
to be gems, and have Ruby ship with a default set of gems.

After that, we can talk about which should be default.  But the
advantage is that we can remove ones we don't want, or upgrade old one
without upgrading Ruby.
