Ok I see it's in ruby.h, probably a fault with env in rvm and I need to check this later. 

This still doesn't answer my question why ruby does this. Is this an attempt to provide
a snprintf for platforms without a native one or one with another name like MS?

Why no proper check if there really is none in the building process?
