I see this licensing issue as a bug.
But I consider "the mechanism to reject readline6" as a new feature
because there is another solution.

If the mechanism is the only solution, we can't help but include the
mechanism in 1.9.2.
But we can solve this kind of issue with modifying no code; adding a
note, changing the license, etc.

To avoid enbugging a new bug, we must choose the another solutions.
In this case, it is enough to add a note, "DO NOT USE etc/readline
WITH readline6!", to README.
The triple license would be the best solution as far as I can see,
unless it is rejected by matz.
