ruby -v: ruby 1.9.1p376 (2009-12-07 revision 26041) [i386-darwin10.2.0]

The current version of REXML in both branches (1.8, 1.9) fails to parse a valid XML declaration like:
<?xml version="1.0" standalone="no" ?>
It requires a single space between the '=' and the quoted attribute:
<?xml version="1.0" standalone= "no" ?>
More than one space fails as well:
<?xml version="1.0" standalone=  "no" ?>

Patch and tests attacthed.
