Thank you both for replying so promptly.

I must apologize for wasting the list's time; the code I showed here was simplified, and in our actual server code, there was a subtle logic error in calculating the maximum allowable string size, such that under certain circumstances unrelated to string encoding, we would attempt to trim a string until it reached a negative length, of course never succeeding! The infinite loop of attempting to trim an empty string produced the backtrace pattern I supplied.

We've done focused testing on our fix for this error and for UTF-8, at least, which is the encoding relevant to us, we've seen no errors in trimming strings while using String#chop!
