Subject: [ruby-core:26129] redmine site returns blanks 3/4 times?

Currently when I access the redmine site, 3 out of 4 requests returns
an empty document.

Which makes it hard to submit patches and bug reports because you can
never tell if your submission made it through, as the response page is
blank.
Some attention to this would be nice.
