Subject: [ruby-core:24972] Re: 1.9 gem env is far slower than on 1.8?

Just to be clear on my last message, I'm only interested in looking at 1.9 performance deltas on Windows with and without NEED_NEWLINE_DECORATOR_ON_READ with Unix line ending files, and then with and without RubyGems (assuming disabling it's custom 'require' is a valid disable shortcut).

I'm not at all interested in 1.8.x at this time.
