Do you use which version of ext/tk/extconf.rb?
(If not old version, release date is written at line 3.)
On the latest, tcl.h and tk.h are checked at line 1383:find_tcltk_header().

If you use the latest extconf.rb, could you tell me the position of
your tcl.h/tk.h on your machine?
