Background:
currently with 1.8.x the same file required with a different path
[surprisingly] loads twice:

require './filename' # loads it once
require '../parent_dir/filename' # loads it again

This is surprising.

This is "fixed" in 1.9.x

My request is a backport of this functionality to 1.8
Reason: so that implementing things like require_relative in 1.7 is
more straight-forward and less error-prone.

Thoughts?
