I guess I was confused because doc/NEWS-1.9.1 says of Rational "[it's]
in the core library now", which I took to mean that the entire library
had been ported to C, when in fact parts of the public API weren't
transferred. IOW, code using the removed methods will now break, which
would seem to warrant notification to users.

Anyway, I'll see what I can do about the documentation.
