RuntimeError expected but nothing was raised.

 17) Failure:
test_passwd(TestEtc) [c:/dev/downloads/ruby_trunk/test/etc/test_etc.rb:27]:
RuntimeError expected but nothing was raised.

Perhaps these tests don't apply to windows?
