The NEWS file is pretty good both in 1.8.7 and 1.9.1, but I think it would be helped tremendously by adding a commit ID, a RubySpec specification, a ruby-core e-mail etc. to each of the summarised points for those who want more information. Going back to do so for the current points would undoubtedly be quite an effort, so perhaps it would be fine to start adding them from now on? The reason NEWS is perhaps overlooked is that it may not be immediately obvious it is used for this purpose. I personally thought it was a MOTD-type file for those working with the source until actually reading it at some point. I do not have any immediate suggestions for an alternative name (if one is really needed) except for CHANGENOTES, CHANGES_FROM_1_8_6 or something else equally lengthy and unwieldy. It might also be helpful if the NEWS file were linked directly from the homepage? -- Magic is insufficiently advanced technology.
