I never got an answer about whether this is now specified behavior. Keep 
in mind this can lead to deadlocks if there are circular requires. If 
there is only a single lock for all requires, then it could prevent 
valid cases of multiple threads requiring their own dependencies. But 
that might not be so bad.

We really need an answer on how concurrent requires are supposed to behave.
