Subject: [ruby-core:20422] make clean fails

hi

The problem seems to be that variables in enc.mk are not expanded.
That leads to:
 make clean
 make[1]: Entering directory
 `/usr/src/packages/BUILD/ruby-1.9.1-preview2'
 make[1]: RM@: Command not found
 make[1]: *** [clean] Error 127
 make[1]: Leaving directory
 `/usr/src/packages/BUILD/ruby-1.9.1-preview2'
 make: [clean-enc] Error 2 (ignored)

If one fixes RM it falls over @arch@ and others later on.
