Subject: [ruby-core:19753] Reporting issues in RedMine impossible

Hello

Since I received notification about the old rubyforge tracker being
obsolete I tried to copy my issue to the new tracker.

I have registered and I can log in but creating new issue requires

a) JavaScript which is quite insecure given that redmine.ruby-lang.org
does not seem to do SSL

b) non-null mailing-list field value in the New issue form - which is
a select field offering only a null selection
