Subject: [ruby-core:19332] Can I confirm a change to source file encoding

A month ago, if I had

   # encoding: utf-8
   p "cat".encoding

it would output US-ASCII, because the string "cat" only had 7-bit  
characters.

Now it reports UTF-8.

Is this intentional?  (It's fine if it is: I just need to document it  
as such)
