This is quite sad news, I feel that a mailing list does not offer all

|I think IRC will probably be the easiest for everyone involved, perhaps
|on #ruby-core on FreeNode. And I think once a week would be best, since
|many things are moving very quickly.

|It would not be difficult to set up a logger during the meetings.

OK, once a week, on IRC with a logger.

Does any one have suggestion for the wiki site?

|Once concern I have is the English/Japanese language barrier. Does
|anyone know of a few people who could help translate during these meetings?

I don't worry much. The primary Japanese developers (e.g. me, koichi,
akr, and nobu) speak English. Others can read, at least. We can set
up the other channel to help understanding if it doesn't work out.
